Downtown program, an inclu-
sive, constituent-driven pro-
gram designed to foster local
job creation, downtown busi-
ness development and a stronger
tax base for local governments.
America Downtown is sup-
ported by HyettPalma Inc., a
well-known downtown consult-
ing firm that helps communi-
ties develop comprehensive eco-
nomic development plans. The
technical assistance Chillicothe
received from HyettPalma con-
tributed to the development
of a downtown enhancement
plan that has won support in
the form of state-administered
CDBG grants.
In addition to downtown
revitalization, Chillicothe used
CDBG funds to rehabilitate
homes for low to moderate
income residents.
