the program nationwide, NLC
President James E. Mitchell Jr.,
has set of goal of reaching $10
million in total savings to city
residents by the end of this year.

Cities launching the program
last month include: Carrboro,
N.C.; Emerald Isle, N.C.;
Highland Hills, Ohio; and
Mount Vernon, Texas. NLC
member cities not participating
in the program can sign up on
the NLC website at www.nlc.
org/prescriptioncard and join
the effort to reach the goal of
$10 million in savings to resi-
dents this year.

Development zones compared with other
areas of the city. Based on ongoing
assessment using a new Youth Services
Eligibility Tool, the report identified
statistically significant decreases in youth
risk factors and gang involvement.
Santa Rosa measures efforts and
results of its Community Helping Our
Indispensable Children Excel (CHOICE)
initiative. A yearly report identified sev-
eral desirable trends — higher academic
performance scores, lower school sus-
pension rates and juvenile arrests – and
flagged negative trends such as dropping
graduation rates and increasing truancy
rates.
