“The NLC Prescription
Discount Card Program has
been a great program for our
residents,” said James C. Hunt,
Clarksburg, W.Va., council-
member and NLC past presi-
dent. “Rarely do I attend a
gathering without someone
relating to me a story about
how they or their family saved
money with the program.”
Clarksburg leads the country
in savings to residents. Other
top cities in savings to residents
are Detroit; Ardmore, Okla.;
Athens, Tenn.; Savannah, Ga.;
Monroe, N.C.; Memphis,
Tenn.; Kernersville, N.C.;
West Hollywood, Calif.; and
Camden, S.C.
The top cities in savings
have described numerous ways
to keep residents informed of
the benefits of the program,
including having the discount
cards available at numer-
ous locations around the city
(city hall, community centers,
public libraries, health clinics,
etc.); distributing cards at city
health fairs and other public
events; and holding celebra-
tions and informing the local
media when savings milestones
are achieved.

House Expected to Repeal 3 Percent Withholding
NLC Calls on City Leaders to Support Measure

NLC is calling on city officials to
contact their representatives to express
support for legislation to be considered
— possibly as early as this week — that
will provide relief to cash-strapped cities
by repealing the 3 percent withholding
requirement on payments made to ven-
dors by government entities.
The withholding rule became law
in 2005 and was meant to help close
the gap between taxes owed and taxes
collected. However, the rule was not
implemented at the time and was
delayed under the Recovery Act until
the end of this year. Earlier this year, the
Internal Revenue Service (IRS) delayed
implementation even further, until the
end of 2012.
